Where would you cut government spending with the exception of...?

Long story short, if you pay into it with the expectation of getting something later in life its not an entitlement. Welfare I don't think they should cut it but limit it to say a year and then make it law that you have to wait 2 years before applying again. I know people fall on hard times and its useful but when you got 3rd & 4th generation welfare recipients its obviously become a way of life. Thank a Democrat for that.
